Which beach in north carolina is the least crowded and quiet?

I am looking for a beach in north carolina that is the least crowded and it has to also allow dogs because I will be bringing my dog with me. I don't want a beach that's popular with a lot of people on it getting drink & running around. I just want a nice quiet beach where me and dog can swim also I want a clean beach.

I have many friends that go to Topsail Island. They love it's undeveloped shorelines and beautiful beaches. It is a small Island right off the NC coast. There are many reasonably priced hotels and condos on this island and it isn't ever that crowded. I think there are a few mom and pop shops and a Walmart near enough by that you can get all you need. There is a sea turtle rescue program here and a museum you can visit and learn more about their protection efforts. I hope this helps!!
